Round roof wood box with outside bracing, heritage US Army.         
Unknown RR. I haven't found any #s or names yet. Update: This is most probably a former US Army boxcar designed to be shipped to Europe and used there. The couplers could be removed and replaced with link and chain. The bolt holes at the bottom were for installation of European style buffers. The cars were designed as kits and shipped as a flatcar which could be made into these boxcars.
